(1) After receiving the proposal according to rule 25, the department will evaluate the proposal based on the following:-
(a) Financial capacity of the proposer.
(b) whether the proposer is qualified or not according to Rule 5.
(c) Proposer's mineral sales and distribution experience.
(d) exploratory development and the proposed minimum work and expenses during the feasibility study period.
(e) Other relevant matters.
(2) In order to evaluate the proposal according to sub-rule (1), the department may request additional details or information from any proposer.
